Organisational Background of Mutawinat

Background:

Mutawinat was registered as a benevolent non-profit company in 1990 with the main objectives of ensuring the human rights of women and children in Sudan through a legal aid program that included legal education and direct representation before courts of law. Our educational campaigns grew with our legal aid program and we have fulfilled the needs of some communities through training sessions, discussion fora, workshops, and publications.  Our circle of experts includes social scientists, economists, and education specialists in addition to a core of volunteer lawyers.  Mutawinat has grown from an entity that depends on lawyers’ donations and good will to a strong organization with an average annual budget of around $150,000.00. Over the years, Mutawinat has succeeded in attracting a wide range of donors. Major donors include National Endowment for Democracy (NED), Christian Aid, Save the Children-Sweden, Save the Children UK, Friedrich Ebert Stiftung and the Dutch Embassy. Occasional funds on project basis were received from various UN Agencies and some national donors such as Nifiedi Group and DAL Group.

Mutawinat’s main objectives are:  Empowerment of disadvantaged women and children to access the justice system, ensuring fair trials through adequate representation, raising awareness of legal and human rights through education for different target groups, in different selected geographical areas and establishment of strong partnerships between Mutawinat and stakeholders where all parties equally participate and share responsibilities.

Mutawinat has undergone some minor changes in the hierarchy of management to keep up with the increased responsibilities of the organization.  As indicated in the chart below this hierarchy starts with the Board of Directors, which comprises three members and is entrusted with policy and decision making. Next on the ladder is the executive manager who is responsible for the day to day management of the whole organization and the overall budget and is in direct contact with the board of directors.

 Mutawinat has four  programs:

 1) WOMEN RIGHTS PROGRAM.

2) JUVENILE JUSTICE PROGRAM

3)COMMUNITY AWARENESS PROGRAM FOR COMBATING FGM

4)TRAINING AND DEVEOLPMENT..

There are 7 full time lawyers in the legal aid program in Khartoum (six women and one man). A librarian and documentation officer is responsible for the documentation office and building the library. All programs answer to the executive manager and report their work to her.  Each program has a coordinator who is responsible for supervising the program and its budget.  Each program is staffed with the adequate number of professional officers. The executive manager is a university graduate with an extensive background in management. All the lawyers are graduates of law schools and have been practising law for a number of years. Other staff members (librarian, accountant and secretary) are also graduates of respected colleges and had considerable experience.

The legal aid program is the largest program so far as it is the core program for legal aid and education. One lawyer is responsible for coordinating training programs that are executed either by the legal aid and training offices or trainers who have a long relationship with Mutawinat. A custodian (janitor) is hired for the main office in Khartoum. Mutawinat has nine focal points in other cities in the Sudan. Staffing of the 9 Focal Points/Partners is diversified.
